Two Offices Issued Opinions to Improve the "Three Rights Separation" Measures for Agricultural Land
Xinhua News Agency, Beijing, October 30. Xinhua News Agency was authorized to release on the 30th the "Opinions on Improving the Measures for the Separation of Rural Land Ownership and Management Rights" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council to gradually establish standardized and efficient "three rights." Operation mechanism, and constantly improve the rural land property rights system with clear ownership, complete powers and functions, smooth circulation, and strict protection, to provide a solid guarantee for the development of modern agriculture, increasing farmers’ income, and building a new socialist countryside.
The opinions pointed out that it is necessary to do a solid job in the registration and issuance of rural land rights, confirm the subject of the "three rights", and clarify the ownership of rights.
